At Karino Elementary in the town of Namie, about 400 students, teachers, parents and others gathered in the playground at the height of the nuclear crisis stemming from the March 11 earthquake and tsunami. Many ate rice balls and cooked in the open air.

They were never informed of the predictions that they were at risk. In an interview with the AP, Namie's mayor said it took more than 24 hours for him to realize ? from watching TV ? that the evacuees were in danger. He sent buses to move some of them out. But, unaware of the risks, they were taken to another part of town also forecast to be in the plume's path. Most were left to fend for themselves.

"When I think about it now, I am outraged," Principal Hidenori Arakawa said. "Our lives were put at risk."

Documents obtained by the AP, interviews with key officials and a review of other newly released documents and parliamentary transcripts indicate that the government's use of the forecast data was hamstrung by communication breakdowns and a lack of even a basic understanding of the system at the highest levels.

It's unclear how much radiation people might have been exposed to by staying in areas in the path of the radioactive plume, let alone whether any might suffer health problems from the exposure. It could be difficult to ever prove a connection: Health officials say they have no plans to prioritize radiation tests of those who were at the school.

But the breakdown may hold lessons for other countries with nuclear power plants because similar warning systems are used around the world. This was their first test in a major crisis.

The Japanese network ? built in 1986 at a cost of $140 million (11 billion yen) ? is known as SPEEDI, short for the System for Prediction of Environment Emergency Dose Information. A senior member of Kan's crisis team, Nuclear Safety Commission chief Haruki Madarame, went so far as to say the SPEEDI data was no better than "a mere weather report."

He said the predictions were of no value because they lacked accurate radiation readings. Some of the system's monitoring capabilities were compromised by the tsunami and ensuing power outages, and the utility that runs the Fukushima plant, TEPCO, did not provide readings of its own.

But SPEEDI officials say Madarame's position reflects a fundamental misunderstanding of what their system is designed to do.

When the amount of radioactivity that has been leaked is known, that is entered into its system, along with weather and terrain data, and a hazard map is generated. If the amount is not known ? as was the case with Fukushima ? a standard and relatively low value of one becquerel is used.

While that won't show the actual radiation risk, it will show the general pattern and direction of the plume. Then when the size of the leak becomes known, the map can be updated. If the actual leak turns out to be 100 becquerels, for example, the results would be multiplied by 100.

That technique allowed SPEEDI to produce reports hours before officials began venting disabled reactors ? when there would have been less radiation to measure outside the nuclear plant even if the system's monitoring equipment had been working perfectly.

In the Fukushima case, later data proved the forecasts to be highly accurate. Most of Namie, for example, has since been declared too dangerous for habitation.

"We are offended by allegations that SPEEDI failed to function the way it was supposed to," Akira Tsubosaka, a senior official in charge of operations, told the AP. "SPEEDI was not used to determine evacuation zones. It should have been."

SPEEDI, run by the education and science ministry, provides its data to other government agencies such as the nuclear safety agency for passage up the chain and then dissemination to local authorities.

Officials won't say why that didn't happen, sticking to their position that the data was useless anyway.

But the government response has been sharply criticized by one of Kan's top science advisers, who later quit in protest, according to a confidential report to the prime minister that was obtained by the AP.

"The SPEEDI radiation forecasts were not properly utilized and a situation was invited in which residents were made vulnerable to more exposure than necessary," Toshiso Kosako, also a professor at the University of Tokyo, wrote in late April.

Ironically, low-level officials were quick to seek the SPEEDI data.

Bureaucrats familiar with SPEEDI commissioned at least 18 tailor-made forecasts in the first 24 hours, as the government was pushing TEPCO to open vents to avert an explosion.

The venting would release radioactive substances into the air. So, according to documents obtained by the AP, the forecasts included several to gauge that danger.

One issued at 3:53 a.m. ? about 13 hours after the crisis began ? predicted the plume would drift across Namie and several other towns.

The forecasts were relayed to the Nuclear and Industrial Safety Agency but they did not reach decision-makers.

In Japan, the legal responsibility for setting evacuation zones falls on the central government and the prime minister. Local officials then are tasked with implementing the orders.

Instead of following the patterns of radioactive dispersion suggested by SPEEDI, the central government simply set up a six-mile (10-kilometer) evacuation zone around the plant. That did not include a broad swath of land that SPEEDI predicted would be affected.

The mayors of two towns that have since been almost completely evacuated told the AP that the government did not inform them of even that decision ? let alone provide SPEEDI data ? so they had to act on their own. They said they were unable to assess the risks adequately because they were not privy to the SPEEDI reports.

"We got nothing until more than a week later," said Katsunobu Sakurai, the mayor of Minami-Soma. "People were unnecessarily exposed to possible dangers. We believe the central government must come clean on this."

"The first I heard of the 10-kilometer zone was when I saw the news on TV," said Namie Mayor Tamotsu Baba. Namie's municipal government has since been evacuated to Nihonmatsu, a city 30 miles (50 kilometers) from the plant.

Because Karino Elementary sits just outside the six-mile (10-kilometer) evacuation zone, it was used as a gathering area for evacuees.

Later in the day, at the mayor's order, some evacuees were taken by bus to another part of Namie called Tsushima, which SPEEDI data suggested was also dangerous. Others, including Principal Arakawa and his family, went in the same direction by car.

Masako Mori, a senior opposition member of Parliament from Fukushima, told the AP that two alternative routes would have led away from the areas identified as high-risk by SPEEDI. The third ? to Tsushima ? led along the plume's expected path.

"We didn't have any information. But it turns out we were taking the most dangerous route," Arakawa said. "None of us knew."

Mori said SPEEDI data should have been used to get people out of the area much faster.

The evacuees at shelters in the Tsushima district ? including about 8,000 residents of Namie ? were not told to move farther away until March 16, five days into the crisis.

Mori, who also is a trial lawyer, raised the possibility of lawsuits against the government.

"The government unnecessarily exposed people to radiation, failing to observe its legal obligation to protect the citizens," she said. "It could be held responsible for compensation for the possible damage caused by its errors."

Exposure to radiation can lead to a variety of cancers ? as it did in Chernobyl. Babies, children and pregnant women are at the highest risk.

Mori, along with Namie's mayor and the school principal, are seeking full-body radiation tests for all children who were at the school. The tests measure internal exposure such as inhaled radioactive particles and could be key to understanding the health impact. But Fukushima health officials say they have no particular plan to test the Karino evacuees, because they don't have the resources and are instead focusing on groups, such as pregnant women, from the general area.

Thousands across the region have requested full-body tests, and only 340 have gotten them so far. None had dangerously high levels of contamination, though that does not rule out future health problems.

The Fukushima health office said it is looking into ways to speed up the process.

The convicted ringleader of detainee abuses at Abu Ghraib was released Saturday from a military prison, an Army spokeswoman said.

Charles Graner Jr., 42, was released from the U.S. Disciplinary Barracks at Fort Leavenworth, Kan., around 10 a.m. Saturday after serving more than 6 1/2 years of a 10-year sentence, spokeswoman Rebecca Steed said. Graner will be under the supervision of a probation officer until Dec. 25, 2014, she said.

Steed said she could not release any information about Graner's whereabouts or his destination after release. Neither Graner nor his wife ? who was a fellow Abu Ghraib defendant ? have responded to interview requests from The Associated Press. Calls and emails to Graner's father and lawyer were not immediately returned.

Graner was an Army Reserve corporal from Uniontown, Pa., when he and six other members of the Maryland-based 372nd Military Police Company were charged in 2004 with abusing detainees at the prison in Iraq. The strongest evidence was photographs of grinning U.S. soldiers posing beside naked detainees stacked in a pyramid or held on a leash.

The pictures complicated international relations for the U.S. and provoked debate about whether harsh interrogation techniques approved by the Pentagon amounted to torture.

Graner was convicted of offenses that included stacking the prisoners into a pyramid, knocking one of them out with a head punch and ordering prisoners to masturbate while soldiers took pictures. He maintained that the actions were part of a plan directed by military intelligence officers to soften up prisoners for interrogation.

Graner is the last Abu Ghraib defendant to be released from prison and received the longest sentence.

Hana Adwar, an Iraqi human rights activist told The Associated Press that the "easy" release of a criminal who "committed a war crime" would be met with outrage in Iraq.

"He was charged with a crime that shocked the international community, and then he was released," she said. "I believe that such an act is an attempt to deceive and blind the Iraqi nation."

Steed said Graner's obligation to the military ends at the end of 2014. Until then, his supervised release could be suspended.

She said Graner, who was a civilian correctional officer, was released before serving his maximum sentence under rules that include days off for good behavior. She said he lost some good conduct time for institutional rule infractions while incarcerated, but she wouldn't provide details.

During his deployment, Graner fathered a son with former Pfc. Lynndie England of Fort Ashby, W.Va.

England was given a three-year sentence for her role in the scandal.

After his conviction, Graner married another member of his unit, former Spc. Megan Ambuhl of Centreville, Va. She was discharged from the Army after pleading guilty to dereliction of duty for failing to prevent or report the maltreatment.

Seven guards and four other low-ranking soldiers were convicted of crimes at Abu Ghraib.

Former Army prosecutor Christopher Graveline portrayed Graner in his 2010 book, "The Secrets of Abu Ghraib Revealed," as a manipulative bully with the bad-boy charm to draw others into his sadistic games.

Attorney Charles W. Gittins, who represented Graner in an appeal to the military's highest court last year, described Graner in court as "a political prisoner of the failed United States Iraq policy and unnecessary war."

The Weinstein Company (TWC) and Rainmaker Entertainment announced today the all-star voice cast for ESCAPE FROM PLANET EARTH which includes Brendan Fraser, Sarah Jessica Parker, Jessica Alba, Rob Corddry, James Gandolfini and Craig Robinson. ?The 3D animated family comedy is currently in full production.

The announcement was made today by Donna Gigliotti, TWC?s President of Production, and Catherine Winder, President and Executive Producer, Rainmaker Entertainment. ?Both Gigliotti and Winder serve as producers on the animated feature film.

ESCAPE FROM PLANET EARTH is directed by Cal Brunker, best known for his work on the animated feature films DESPICABLE ME, 9 and HORTON HEARS A WHO! ?Producers Gigliotti and Winder are joined by Rainmaker?s Luke Carroll as a producer on the film. ?TWC Co-Chairmen Bob and Harvey Weinstein are executive producers. ?The film was written by Cal Brunker and Bob Barlen based on an original screenplay by Tony Leech and Cory Edwards.

The 3D animated family comedy ESCAPE FROM PLANET EARTH catapults movie goers to planet Baab where admired astronaut Scorch Supernova (Brendan Fraser) is a national hero to the blue alien population. What Are Warts? All The Facts About This Nasty Disease

Warts grow on humans and we all dislike them very much. Nobody wants to have warts because they look ugly and can be very embarrassing. But most people understand very little about warts, what causes them, where do they come from and even more importantly, how can we get rid of them?? Here are some concrete facts about warts that should help to clear up the facts surrounding this misunderstood affliction:

Warts are skin tumours but are not life threatening. They are actually very commonly occurring skin tumours that are contagious and are caused by the Human Papilloma Virus, also known as HPV. This a slow growing virus that can occur on the skin of humans and can cause these ugly growths that can slowly grow bigger over time.

Warts come in all shapes and sizes. They can be flat and irregular in shape, they can be fleshy and soft, and they can even grow into ugly cauliflower like shapes.

Warts affect about 75% of people during their lifetime and most of us will remember having a wart or two when we were children or even as adults.

Warts occur most commonly in children and are most often found on the hands and face of infected individuals. They spread through touch or direct contact, but they are not highly contagious so touching someone?s wart does not imply that you will automatically get a wart too.

The most misunderstood and embarrassing warts of all are genital warts which commonly occur all around the pelvic area and are mainly spread through sexual contact with a partner who is already infected. Although warts are more of a chronic health? problem and not life threatening, they can be very hard to get rid of. Chevron 2Q profit jumps 43 percent (AP)

NEW YORK ? Chevron Corp. said Friday that profit jumped 43 percent in the second quarter as higher oil and gasoline prices made up for a decline in oil production.

The report continued the trend of soaring profits among the major oil companies.

The San Ramon, Calif. oil company reported earnings of $7.7 billion, or $3.85 per share, for the three months ended June 30. That compares with $5.4 billion, or $2.70 per share, in the year-ago period. Revenue increased 31 percent to $66.7 billion.

Analysts had expected earnings of $3.51 per share, according to FactSet.

Chevron's quarterly profit was the largest since it set a company record of $7.9 billion in the third quarter of 2008. It mirrored similar big gains for other oil giants. Exxon Mobil Corp.'s earnings rose 41 percent to $10.7 billion while Royal Dutch Shell's profit nearly doubled to $8.7 billion.

Oil prices soared to the highest level in three years during the quarter as uprisings swept through North Africa and the Middle East, rattling oil markets and shutting down exports from Libya. The price of gasoline, diesel, jet fuel and other fuels also surged, boosting profit margins at refineries.

Chevron said U.S. oil prices increased 46 percent in the U.S. and 51 percent internationally from April to June. Natural gas prices increased 8 percent in the U.S. and 25 percent internationally.

The higher prices boosted revenue even as production declined. Chevron, like many of its oil industry peers, has struggled to extract more oil. The company produced 2.69 million barrels per day in the quarter, down from 2.75 million barrels per day in the same part of last year.

It wasn't for a lack of trying. The company plowed a whopping $7.5 billion into oil exploration and production projects in the quarter, up 69 percent increase from a year ago. It ramped up oil and natural gas production from new projects in Canada and the U.S., and it acquired Atlas Energy Inc.

Still, Chevron said, those increases didn't make up for the decline in output from its mature fields and a slowdown in the company's international production business.

The company expects production to grow roughly 1 percent a year until 2014, and then 4 to 5 percent a year from 2014 to 2017.

Meanwhile, Chevron's refining business boosted profits 30 percent in the U.S., but profits dropped 11 percent internationally. Higher fuel prices lifted profit margins, but foreign currency effects cut earnings at Chevron's international refineries.

Shares dropped 15 cents to $104.88 in morning trading.
